Nay Pyi Taw, April 3

The Third Union Parliament Presidential Election was held this morning at 10:00 AM in the Union Parliament Meeting Hall at the Parliament Building in Nay Pyi Taw. During the session, Union Parliament Speaker U Aung Lin Dway announced that out of the 586 eligible parliament representatives comprising the Presidential Electoral College, 584 representatives were in attendance. As this constituted more than half of the total members, he declared the meeting valid and officially commenced the session. Subsequently, the Union Parliament Speaker briefed the parliament on the agenda for the presidential election. He then sought the parliament’s approval regarding the attendance record and officially documented it. The Speaker proceeded to explain that, in accordance with the State Constitution, the Presidential Electoral College—which includes all Union Parliament representatives—must elect one of the three Vice Presidential candidates as the President through a secret ballot using Ballot Form (10). Furthermore, per the rules governing the election of the President and Vice Presidents, the voting process would be conducted in the presence of the Union Parliament representatives, including himself, who are members of the Presidential Electoral College. He also clarified the voting procedures and the criteria for invalidating ballots as stipulated in the relevant laws and regulations. Following this, the Deputy Director-General and officials from the Union Parliament Office, strictly adhering to the election rules, publicly counted the ballot papers to be used for the election in the presence of the Presidential Electoral College members. The Union Parliament Speaker, the Pyithu Hluttaw (House of Representatives) Speaker, the Union Parliament Deputy Speaker, the Pyithu Hluttaw Deputy Speaker, and members of the Presidential Electoral College individually signed to receive their ballot papers from the parliamentary staff. They then cast their secret votes in designated booths and deposited their ballots into the ballot boxes. Next, in accordance with Rule 43, Sub-rule (k) of the Rules Relating to the Election of the President and Vice Presidents, officials from the Union Parliament Office verified whether the number of ballot papers issued to the representatives matched the number of ballots retrieved from the boxes, doing so in front of the Electoral College members. The Union Parliament Speaker then announced that the number of ballot papers issued was 584, and the number retrieved from the boxes was also 584, confirming an exact match. Consequently, he declared the voting process valid pursuant to Rule 43, Sub-rule (k), Sub-clause (c). The secret ballots were subsequently opened, scrutinized, and counted in the presence of the Electoral College members according to the prescribed rules. The Scrutiny Committee members then signed and recorded the candidates’ names on Form (15), ordering them based on the number of affirmative votes received, from highest to lowest. The Union Parliament Speaker then announced the final tally of affirmative votes received by each presidential candidate: Presidential Candidate Senior General Min Aung Hlaing, representing the elected Pyithu Hluttaw representatives group, received 429 votes; Presidential Candidate U Nyo Saw, representing the Defense Services personnel representatives group, received 126 votes; and Presidential Candidate Daw Nan Ni Ni Aye, representing the elected Amyotha Hluttaw (House of Nationalities) representatives group, received 29 votes. Accordingly, the Union Parliament Speaker officially declared Senior General Min Aung Hlaing, who secured the highest number of affirmative votes from the elected Pyithu Hluttaw representatives group, as the elected President of the State.

He further announced U Nyo Saw and Daw Nan Ni Ni Aye as the Vice Presidents. Finally, the Union Parliament Speaker announced the conclusion of the Presidential Electoral College meeting. It was reported that he declared the second day of the Union Parliament session would convene on Monday, April 6, 2026, at 10:00 AM, before officially adjourning the meeting. Source: MNA
